社会の基盤としての文化のあり方を地域で思索する

「panoramic journey」はまちづくりの脈絡で開催する「旅×文化芸術」の展覧会のようなものです。これは2000年頃から文化の担い手達が新潟や瀬戸内、東京などで始めた「地域×アート」の芸術祭のようなものの派生に類しますが、実行主体が異なります。これまで「地域×アート」は文化、主にアートの専門教育を受けた人がディレクターとなり、開催してきました。
しかし、本企画の主催は地域側の人間です。危機感を募らせる地域と文化芸術をアートのアウトサイドにいる地域の活動団体が結びつけ、これまで展示できなかったような神社仏閣などの会場協力のもと、アートフェスや展覧会を開催しています。文化人から手が離れたローコンテクストなアート活動に思えますが、「大地の芸術祭」「アサヒアートフェスティバル」「神山AIR」から20年以上をかけて、やっと第2フェーズに入ったと見ることもできます。それは前述した地域芸術祭が成果の射程圏に捉えていた地域への文化振興のひとつの形のようにも思うのです。
本企画はまちづくりの立場から「観光」に「文化芸術」「伝統産業」の要素を掛け合わせ、社会の基盤としての文化に何ができるのか、その可能性を思索します。

“Panoramic Journey” is an exhibition that combines travel with cultural arts, held in the context of community development. While it resembles large-scale “regional × art” festivals that cultural practitioners have been organizing in places like Niigata, Setouchi, and Tokyo since around 2000, the main organizers differ. Traditionally, “regional × art” festivals have been directed by individuals with specialized education in culture and art.

However, the main organizers of this project are local residents. Community groups, driven by a sense of urgency and outside the traditional art sphere, collaborate with cultural and artistic organizations to hold art festivals and exhibitions with the support of venues like shrines and temples that were previously unavailable for such events. Although this may seem like low-context art activities detached from cultural professionals, it can also be seen as entering a second phase after more than 20 years of efforts from festivals like the Echigo-Tsumari Art Triennale, Asahi Art Festival, and Kamiyama AIR. This reflects one form of cultural promotion in the region that these earlier festivals aimed to achieve.

This project explores the potential of combining tourism with cultural arts and traditional industries from the perspective of community development, considering what culture can contribute as a societal foundation.
